The national working group on access to energy, launched and co-led by the French Agency for Ecological Transition (ADEME) and the French Renewable Energy Trade Association (SER) since 2018, brings together more than a hundred different stakeholders (public bodies, NGOs, representatives of the private sector, researchers, French regions, etc.) in order to accelerate the achievement of the United Nations Sustainable Development Goal (SDG) n° 7 and ensure access to affordable, reliable, sustainable and modern energy for all. This objective may seem ambitious but is nonetheless achievable in view of technological progresses and the falling costs of the proposed solutions. Resorting to solutions based on renewable energies appears to be a necessity to preserve natural resources and tackle climate change. Following several meetings and discussions, the participants drew up a set of recommendations presented in this White Paper, likely to remove some of the obstacles they encountered during the implementation of energy access projects in Africa, Southeast Asia and Latin America. In addition, given the impact of the COVID-19 health crisis on energy access projects, the working group developed specific analysis and recommendations to improve the resilience of the sector.
