This report presents the update, for 2020, of the data on the placed on the market packaging and the management of packaging waste as well as the recycling and recovery rates within the framework of the Packaging Directive. Indeed, Directive 94/62/EC establishes the EU rules governing the management of packaging and packaging waste. This Directive aims to harmonize national measures concerning the management of packaging and packaging waste in order to prevent and reduce their impact on the environment, and to ensure a high level of environment protection. Directive (EU) 2018/852, amending Directive 94/62/EC, lays down measures aimed, as a first priority, at preventing the production of packaging waste and, as additional fundamental principles, at reusing packaging, at recycling and other forms of recovering packaging waste and, therefore, at reducing the final disposal of such waste in order to contribute to the transition towards a circular economy. To this end, amended Directive 94/62/EC sets Member States targets for recycling by packaging materials (ferrous metals, aluminium, wood, paper/cardboard, plastic and glass) to be achieved by 2025 and 2030. Member States must implement the necessary measures in order to meet recycling targets and annually provide all the calculation and information elements (which are the focus of this report), in order to comply with this Packaging Directive. The data reporting methods have been modified by two texts (directive 2018/852 amending directive 94/62/EC and implementing decision 2019/665 amending decision 2005/270/EC). Directive 2018/852 imposes the application of new general rules for the calculation of data. Implementing decision 2019/665 provides clarifications to these new rules and a common methodology for the Member States in order to ensure uniform application of these rules. In accordance with the regulations, these new rules have been applied to the calculation of the 2020 data appearing in this report.
