ADEME promotes its “Empreinte projet” (project footprint) method: https://base-empreinte.ademe.fr/empreinte-projet to assess environmental impacts at project level. Based on this method , ADEME has also developed a method to assess environmental impacts at the support system level. It applies to support systems designed to provide financial or technical support for the implementation of projects, regardless of their objective (environmental or not). It aims to assess the environmental impacts of projects that can be imputed to the support system. It assesses all environmental impacts, not just greenhouse gas emissions. A prerequisite for using this method : understanding the principles of “Empreinte Projet” and of public policy assessment. Calculating impacts requires data from the projects and the leverage ratio of the support system in the triggering and implementation of the projects. The method begins with a feasibility analysis step. This helps determine the actions needed to reach the conditions necessary for the calculation. The evaluation method is associated with a spreadsheet that structures the calculations according to the planned steps. The method was developed and tested on three ADEME support systems.
