2025 overview of modulation in EPR schemes

In 2025, fifteen of the nineteen extended producer responsibility (EPR) schemes apply bonuses or penalties. Seven more schemes have rolled out modulations since the Overview was first published in 2023, and the total number of criteria has more than doubled.
ADEME has now updated its Modulation Overview. This is a cross-sector review of the EPR fee modulations in force on 1 July 2025 in the EPR schemes.
EPR fee modulation is a system aiming to encourage product ecodesign, using bonuses and penalties to adjust the amounts paid by producers to producer responsibility organisations depending on the environmental performance of their products.
First introduced in 2010 and bolstered by France’s Anti-Waste Act for a Circular Economy (AGEC Law) in 2020, the modulation system is continuing to be rolled out.
This new edition features a cross-sector analysis of this process with the EPR schemes and poster summarising, in table form, all the modulation criteria in force in each one along with their conditions of application and the corresponding amounts.
