ADEME Strategy n° 74 - November 2025

ACT: a climate strategy for a more resilient, more competitive organisation

Présentation

Today, while some companies are pressing ahead with their decarbonisation plans, others are still determining how best to respond to the challenge. Against this backdrop, the ACT (Accelerate Climate Transition) Initiative is one of ADEME’s three key priorities for supporting the ecological transition.
Since its launch, more than 2,000 companies have already used ACT methodologies. The momentum continues to build, with a further 2,000 assessments scheduled to begin from early 2026 using the ACT Core tool. This is a pivotal juncture for many businesses: ACT is helping organisations develop credible low-carbon strategies and remain competitive in an economy where more and more stakeholders are actively engaging with the transition and decarbonisation agenda. Its contribution has been recognised by the Banque de France, which officially renewed its partnership with ACT on 1 October 2024, describing its assessment methodology as the best on the market.
The creation of a dedicated subsidiary marks a crucial step in the process of scaling up the ACT initiative, developing training and expanding the network of consultancies delivering ACT services in France and around the world. In 2025, ACT is gradually widening its scientific approach to include new fields such as biodiversity and resources, while ensuring consistency with the reporting data required under the Corporate Sustainability Reporting Directive (CSRD). As part of the European Commission’s omnibus proposal, aimed at simplifying and harmonising the existing regulatory landscape, ACT is set to become a leading methodology for French businesses, helping them not just to reduce their carbon footprint, but also to assess their transition trajectories and ensure they are aligned with the Paris Agreement.
On an international level, in tandem with the World Benchmarking Alliance, ACT is continuing to expand its reach, working with both businesses and institutional stakeholders to establish itself as the benchmark for corporate transition planning. As the ACT Initiative marks its 10th anniversary in 2025, ADEME remains committed to supporting companies on the path to decarbonisation.
