Sectoral Transition Plans (STPs), a tool for the decarbonisation of industry

Decarbonisation of industry, which represents 17% of greenhouse gas emissions in France in 2023 (excluding the energy industry), is a major challenge, which requires strategic choices regarding sovereignty and competitiveness, and significant investment. To contribute to the making of these choices, ADEME has put in place a tool for modelling and consultation with industrialists from each of the 9 energy-intensive sectors and their trade associations, to whom we would like to extend warm thanks for their involvement.
This far-reaching project is aimed at passing beyond an exclusively « technological componen » -based approach, over a 4-year period, in order to achieve a cross-cutting analysis of decarbonisation technologies, resulting costs (to anticipate funding requirements), the impact of changes in the market (and therefore conceivable levels of industrial production) in terms of demand and competition by 2050, and the consequences for employment.
Several deliberately contrasting decarbonisation scenarios have emerged from this research. €30 billion is set to be invested in on-site industrial deployment of technologies between now and 2050, backed up by the essential planning of territorial infrastructures required for production, transport and storage of electricity, hydrogen and CO2. This requires increased coordination between public authorities, industrialists and infrastructure operators. On the eve of the European Clean Industrial Deal, ADEME is proud to publish these 9 Sectoral Transition Plans, confirming France’s position as a leading country in the decarbonisation of European industry.
