Producers with reuse obligations must track their packaging data annually. This study determined accounting methodologies that allow producers to track their quantities of packaging placed on the market and to calculate their annual proportion of reused packaging placed on the market.

Indeed, the Anti-Waste for a Circular Economy Act (AGEC) of 10 February 2020 sets targets for the proportion of reused packaging to be placed on the market annually over the period 2023-2027 in order to reach 10% of reused packaging by 2027. Decree 2022-507 of 8 April 2022 specifies these elements.

The study specifies the perimeter to be considered for the accounting of the reuse of packaging and defines a general formula for the reuse rate. To calculate this rate, the producers concerned will have to track their quantities of reused packaging, new reusable packaging and single-use packaging. These quantities are obtained by using counting methodologies, defined depending on the reuse arrangements defined in the decree. The methodologies are based on monitoring and data collection systems that already exist or can be set up by producers.
