Granulation of end of life tyres (ELTs) currently constitutes the main recycling stream of non-reusable scrap tyres in Europe. In France, as in many european countries, this sector is facing serious economic difficulties related to the downturn of traditional outlet markets affected by the lack of public investment, and hardening of European competition that led to a sharp fall in crumb rubber prices in recent years.
In France, the economic environment combined with lower compensation (gate fees) paid to granulators has resulted in the failure of seven granulation units in ten years. In this context, achieving national recycling targets in accordance with the waste hierarchy defined by the european framework directive on waste seems difficult without a proactive government intervention.
After drawing up an inventory of the markets of granulation and national policies in eleven European countries and six countries outside Europe, this study aims to establish a diagnosis of the french granulation industry and provide recommendations for a national strategic framework.
